Rosa Olivia Perry was born in Hillsborough County, Florida in 13 Apr 1883 to Caroline Cordelia Perry. I suspect that Lawrence Buzbee was actually her father but do not have proof. I have found no evidence that Caroline was ever married before.

Rosa Olivia Perry married William Iradell Wilkins, who was born 22 Mar 1871, in Hillsborough County, Florida on the 23rd of May 1896. They lived in the Ruskin area of Hillsborough County most of their lives and raised their children there.
Death
Rosa Olivia Perry Wilkins died 24 Jun 1949 in Hillsborough County, Florida. She is buried in Fellowship Primitive Baptist Church in Wimauma beside her husband, William Iradell Wilkins who died 13 Aug 1945.
